People tend to mix the two terms up quite a bit.
Th Premier denotes the leader of a province (including Quebec no matter what the separatists say) and Prime Minister (as in first among Premiers) is the leader of the Confederation of Canada.
It's plain wrong to say the Prime Minister of Ontario or any province. He or she is the Premier.
