Where public funds exist, there's scamming.
Indeed, scamming happens all the time. The only thing is there seems to be a grotesque lack of accountability, or even basic honor when the state handles cash.
Katrina became so politicized, it was vulnerable and ripe for all sorts of fraudulent activity.
