That's true. Hardly any voter fraud being uncovered since the days of the Daley/Chicago Machine where dead people not only voted but voted several times in each election. But even they didn't measure up to the mid-19th century Tammany Hall efforts.
My only counter would be "How the hell would anyone know?" You cannot demand solid identification, you must (when in doubt) determine the voter's "intent", and it is not unusual for a close campaign (such as Minnesota's senatorial election between Al Franken and Norm Coleman) to be turned on its head by the "discovery" (in a poll worker's trunk) of previously uncounted absentee ballots which go 70% for the Democrat.
