I've been to Cleveland many times. It seems like a decent enough place. I don't get the worship of a sports player. Doesn't the local team have enough dough to recruit some other great players?
The dough may be there but convincing someone to come and play there is hard. Same with New Jersey. Here in Montreal, it's hard to attract free agents despite the hockey pedigree. Language and taxes work against them. It's more complex than this, but perception of players (whatever they may be even if the price is close to right) works against teams.
That and the fact some teams are perpetual losers.
