I studied the Arctic North and the challenges of exerting Canadian presence up there especially in disputed areas where the USA, Russia, Norway and Denmark all make claims in various areas.
Generally, our policies tended to lean on the naive as we just assumed anything in the Arctic is Canadian sovereignty. Alas, thinking and saying it's ours is not enough. You need to maintain a physical presence. The public continues to take the North for granted clinging on to assumptions of little threat in the region.
The Arctic is massive and would pose a challenge for any country to patrol. In Canada it falls on Arctic Rangers - a force of 5000.
