There's no real valid rationale to make this claim since Syria did not attack the United States.
Moreover, the 'credibility' angle, arguably, may have had some weight in the aftermath of 9/11 after an actual attack on American soil.
But not with Syria.

Putin is enjoying the Obama administration.
Seems like he has the upper-hand these days. If he succeed in getting Syria to hand over chemical weapons without firing a shot that will embarrass the Obama and his staff who were clamoring for military strikes. It won't humiliate the United States of America since its people were loud in clear in opposition to it. It will be Obama's mess and his alone. And with it American foreign policy in tatters.
