Give the government more cash and they will spend it. The old "expenses will rise to income" axiom. Of which, we can add, "and surpass income (revenues).

And when they (reach that point) borrow to spend some more (ie money they don't have), they begin the road to confiscation.

It's not a price to pay for civilization. It's now something much more grotesque.
