How does the U.S. Federal government decide who gets relief cash and who doesn't?

Is, say, New Jersey "more" important than Arizona?

Under Obama, I'm pretty sure it's all about politics. And butt kicking a la Christie I reckon. Obama reminds me of Gus from Breaking Bad.

Anyway. Arizona is in his "bad boy" book.
