The New York Times made the case, rather cynically if you ask me, that big catastrophes need big governments.
Actually, logically, big catastrophes need small entities. For example, a local Church or the local Red Cross or some other organization are more likely to band together and coordinate efficient relief efforts than a cumbersome Federal agency. Top-bottom approaches are not a means to an end.
It's not a knock against the agency, it's just plain common sense. Necessity is the mother of all inventions. In this case, people can mobilize when under duress.
The irony is that while the NYT sticks its head up the state's ass, all the heroic stories come from the grass roots. From individuals.
From organizations like NYU Hospital and its heroic nurses evacuated 20 babies. They organized and executed that plan without FEMA.
As we watched that nurse hug that child on CNN, I looked at my wife and said, "now there's an image that will go viral."
And boy did it.
