Ban on cell phones having little impact on accident rates.
Should we be surprised?
Speed and ignorance of the rules of conduct on the road will always trump everything.

Speaking of which, here's a logical puzzle. In my neighborhood, dinky streets have speed limits of 50 km an hour.
On the service road of the TransCanada highway ( aka the 40 or Metropoltain), the speed limit is 50km.
I submit this is dangerous and irrational. It should be at the minimum 70.
Especially given that on a couple of access points people coming off a street have to cross over the service road to catch the exit onto the highway while people get off the highway to get the exit to get onto a boulevard. In other words, an "X" effect takes place. Think people are doing 50? Nah. It's an orgy of different speeds. The ones on the service roads are maintaining 50 because the cops are ready to pinch you, while the ones trying to merge are in total "survival of the fittest" mode and are gunning and hitting the breaks avoiding one another - with you in the middle.
50 km does that. 70 will give us more leeway - and less stress.
