It's good they get to play with public funds on the premise of pushing 'progress.' There's no real way to measure it (given it's such a moving target as humans aren't static individuals. It's almost impossible to look at progress on the aggregate. We may get an 'idea' but one man's progress is another man's regress) and even if there was, they ain't about to jeopardize such a sweet gig.
