The Utah Department of Education conducted on-site visits and found the infractions. The fine was reduced to $1,297, according to Christopher Williams, a district spokesman.

Said Tennessee's Mr. Sevier: "It's not like we're going to have a brigade of black helicopters coming in to check."

The only way the government knows how to behave: Through force and threats.
