It is the fault of the citizen to be sure. The citizen wants government to do everything, or the citizen wouldn't have let this happen.

In the US, we probably need to both raise taxes and cut services if we ever expect to get out of the hole. Sad, because we have the worst social safety net in the civilized world, but all our stupid wars put us in the hole.I think that was the goal, however.
