Liberal ideas from The Enlightenment do stand on its own. I should have qualified it with "modern" liberalism as it looks - to me anyway.I like the rephrase you propose. In that light, I would conclude that they shouldn't.
I might re-qualify and say they should have the protection, but not necessarily the support, of the state. It is the people who should decide if the ideas should have the support.
