Arctic Territorial Claim Without Bite

As usual, Canada's Arctic sovereignty policy remains amateurish and naive as it is impractical. Call it decades of bad habits. Alas, I give Harper credit for trying but when you have two heavyweight super powers like USA and Russia (never mind about Norway, Denmark and even China) clamoring to stake their own claims in the Arctic, it's gonna take, er, a bigger boat if Canada is to have a fighting chance.
